District Court vacated a land exchange agreement between the Secretary of the Interior and the City of King Cove involving certain lands in the Izembek National Wildlife Refuge.
Court found that the Secretary's decision to enter into the Exchange Agreement with KCC viloated APA and Title XI of ANILCA.
