Plaintiffs alleged violations of the National Environmental Policy Act (“NEPA”), 42 U.S. C. §§ 4321 et seq., and its implementing
regulations, made reviewable pursuant to the Administrative Procedure Act (“APA”), 5 U.S.C. §701 et seq. Plaintiffs filed a motion for preliminary injunction on May 11, 2015.
