Failure to adequately and lawfully designate a minimum road system
Court found that the Forest Service violated NEPA and NFMA (1) The Forest designated a minimum road system without meeting the necessary regulatory requirements;(2) failed to demonstrate with the Management Area 8b of the Forest Plan; and (30 issued a site-specific Forest Plan Amendment without adhering to the standards for doing so.
