The United States moved for an unopposed remand in the United States Court of Appeals for the Ninth Circuit to permit Petitioners to present their claims in full before the Immigration Judge de novo. Following remand, counsel filed a claim for attorney's fees and costs pursuant to 28 U.S.C. 2412(b).
